According to a study that will appear in the Loyola University of New Orleans Journal of Public Interest Law, if you want to avoid the death penalty, don’t murder a white person. The study, which focuses on Louisiana had some serious statistics:
The study, by Frank Baumgartner and Tim Lyman, reveals stark racial disparities in death sentences and executions. Though African Americans make up 72 percent of murder victims in Louisiana, people who kill black men or women constitute only 33 percent of those sentenced to death and only 21 percent of those who are actually executed. White people, by contrast, make up 26 percent of victims but their killers make up 79 percent of people who are executed. … Another examination of national statistics found that “only 10 whites have been executed in the modern era for the crime of killing a black male, with six additional cases where a black male was one of multiple victims, including victims of other races or genders.”

I don’t know if I would say I am all that surprised about that sadly.
I guess there is a bias particularly in departments where the power structure is more white. It may also so in departments that are not predominantly white or who police populations where there is a sizable white population and a sizable minority one – urban areas like New Orleans and D.C.. They may have problems solving murders that they want to solve that involve minorities victims because of the “no snitch” or “don’t want to get involved” pressure. For some it may feel like an uphill thing for those reasons as well as an unsaid desire to not look too hard because they fell they aren’t going to close the case/get a conviction or because the victim is not sympathetic.

Although killing a black male is only rarely thought to justify capital punishment, apparently it doesn’t get you off the hook for killing someone else. That’s something at least.
