I don’t think it makes any difference in practical terms whether its money for the primary or for the general. Money for the primary can be spent up until the convention, so all the money going to field organizing and TV ads running right now are funded by primary contributions, even though they’re clearly targeted at the general election. It’s a bookkeeping distinction, not a real one.

Given that he’s the leader of the party, it’s certainly within his power to say “this will not pass”, and it would be stopped. But we don’t have that kind of leader, so we’re not gonna get that.

Sure, he could destroy the building and everyone in it- but that’s a whole other can of worms…
It does, however, grant retroactive immunity, and I will work in the Senate to remove this provision so that we can seek full accountability for past offenses.
I’m sure that’s not strong enough for most of us, but there you go, there’s your “coming out against FISA amnesty.”
